The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values. The Fire Department, City of New York (FDNY), seeks a full-time Associate Fire Protection Inspector Level 2 in the Bureau of Legal Affairs/Legal Enforcement Unit. Reporting directly to the Supervisor of Criminal Court Hearings, the successful candidate will: Serve as a Criminal court Representative and a Fire Department OATH representative, representing the Department in Criminal Court and in OATH hearings throughout the five boroughs of New York City. The candidate shall be assigned to pre-conference criminal court cases; serve as liaison and consultant for the Corporation Counsel Attorneys in the criminal court. Travel to criminal court throughout the five boroughs of New York City, review criminal court summonses and conference the criminal court cases with the defendant's representative. The candidate shall articulate arguments in a clear and persuasive manner and respond to inquiries or arguments of hearing officers, respondents and respondent's representatives related to OATH cases.Respond to inquiries or arguments of defendants and/or defendant’s attorney; conduct research related to Criminal Court cases and OATH cases, including Accela, AIMS and BIS research and track, review and track Criminal Court decisions and OATH decisions. Assist the Director/Deputy Director of Enforcement and the Supervisor of Criminal Court Hearings with various special projects as needed and requested; and will liaison with other Bureaus in the Department in connection with Unit operations and perform such other work as may be assigned relating to FDNY Enforcement and Bureau of Legal Affairs matter.

Minimum Qualifications

  • Five (5) years of full-time experience in or more of the following: a. the manufacture or storage of explosives or flammables; b. the development of safety standards for the manufacture or storage of such materials; c. the inspection of premises where such materials are manufactured, stored or houses to detect potential fire and explosion hazards; d. the design, installation, operation, repair and testing of sprinkler systems, standpipes, or other fire detection or fire extinguishing systems; or 2. Education and/or experience equivalent to "1" above. Education from an accredited college or technical institution with specialization in fire science technology, chemistry, physics or engineering may be substituted for the experience requirement on the basis of one year of education (30 credits) for one year of experience, up to a maximum of 4 years. License Requirement A Motor Vehicle Driver's License valid in the State of New York.

Preferred Skills

Expert knowledge of the Fire Code and National Fire Protection Association (NFPA). Broad knowledge of New York City Building Code and Fire Department Rules. Knowledge of the Accela system used by the Bureau of Fire Prevention. Knowledge in the Microsoft Office Suite. Excellent writing, interpersonal and oral communication skills; demonstrated legal judgment; and detail oriented. Demonstrated ability to work independently. Be able to articulate arguments in a clear and persuasive manner.

Qualification Requirements 1. Five (5) years of satisfactory full-time experience in one or any combination of the following areas: a. the design, installation, operation, repair, and testing or inspection of fire suppression, fire alarm and/or extinguishing systems; and/or refrigeration or air conditioning systems with a minimum of 5 horsepower; or b. installation and repair of fuel oil heating systems; or c. The formulation, enforcement or implementation of safety standards and programs in the manufacture and/or storage of materials which are potential fire hazards; or d. inspection of premises where such materials which are potential fire hazards are manufactured or stored to detect potential fire and explosion; or e. The inspection of facilities for compliance with fire and building codes and other safety standards and enforcement of these codes and standards for governmental agencies; or 2. Three years of satisfactory full-time experience as a NYC Certified Fire Safety Director or Construction Site Fire Safety Manager, at least one year of which involved regularly performing any combination of the duties described in “1” above plus two additional years of experience performing any combination of the duties described in “1” above; or 3. An Associate's Degree in any major or 60 semester credits from an accredited college or university plus two years of experience performing any combination of the duties described in “1” above; 4. A high school diploma and 20 semester credits from an accredited college or university with at least 9 semester credits in physical sciences, fire science technology, fire protection engineering, chemical, civil, mechanical, environmental, electrical or marine engineering, chemistry, police science, construction technology or construction management plus two years of experience performing any combination of the duties described in “1” above; 5. A certificate of completion from an approved union-sponsored plumbing inspection program or satisfactory completion of a course of study in plumbing from an approved trade school, technical school, or vocational high school and four years of satisfactory full-time experience in general plumbing involving water supply, drainage and gas appliance installation, or in the areas described in "1" above; 6. A satisfactory combination of education and/or experience equivalent to “1,” “2,” “3,” “4,” or “5” above. College credit may be substituted for up to a maximum of 4 years of experience as follows: a. General credits from an accredited college or university may be substituted for the experience requirement on the basis of 30 semesters credits for one year and six months of the experience described in “1” above; or b. Specialized credits from an accredited college or university may be substituted for the experience requirement on the basis of 20 semester credits including 9 semester credits in physical sciences, fire science technology, fire protection engineering, chemical, civil, mechanical, environmental, electrical or marine engineering, chemistry, police science, construction technology or construction management for three years of the experience described in “1” above. Special Note To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two years of full time qualifying experience as an Associate Fire Protection Inspector Assignment Level II.
