Program Delivery Manager

Salary: $98,140 - $131,956 (annual)

In order to be considered for this position, the candidate must be serving permanently in the title of Administrative Staff Analyst or must have taken, passed, and be reachable on the Open Competitive Administrative Staff Analyst Exam #9058. The Program Delivery Manager owns the execution of the Division of Traffic Operations’ traffic signal capital program - taking projects at the completion of design and managing them across multiple concurrent contracts and contractors through to final completion. This is where completed designs become working infrastructure on the street. In this capacity, the Program Delivery Manager supports the NYC Streets Plan by coordinating contract delivery to ensure signal installations advance transit-priority corridors, Better Buses projects, and other transit-supportive street improvements across the city. The role operates at the program level, coordinating the full portfolio of traffic signal work, keeping projects moving between hand-offs, and giving leadership a clear, current picture of delivery across the city. Success in this role requires strong organizational and analytical skills, the ability to build systems that create visibility, and the judgement to identify problems before they become delays. The Program Delivery Manager works across internal teams and external contractors to keep projects advancing, while translating complex program information into clear actionable insights for decision makers. About NYC DOT and the Division of Traffic Operations NYC DOT works to support the safe, equitable, and sustainable movement of people and goods across New York City. Within NYC DOT, the Division of Traffic Operations delivers and sustains the systems that help New Yorkers and visitors move safely and efficiently every day. Traffic Operations manages the infrastructure that keeps New York City’s streets working including more than 350,000 streetlights, approximately 14,000 signalized intersections, roughly 90,000 on-street parking spaces, over 4,000 automated enforcement cameras, and a state-of-the-art Traffic Management Center. The division plans, builds, operates, and maintains the traffic signals that millions of New Yorkers depend on every day. Transit Development (TD) is responsible for developing public transit-supportive street infrastructure and policies in order to improve mobility for all New Yorkers. The unit manages the bus-related components of the NYC Streets Plan, including the Better Buses and transit policy initiatives, and develops location-specific projects to help the quality and safety of bus operations and to improve pedestrian access to transit. TD also serves as a resource to the agency on public transit-related matters, including acting as one of the key points of contact with the Metropolitan Transportation Authority (MTA). Responsibilities • Manage end-to-end delivery of a portfolio of traffic signal projects from completed design through final completion - so the intersections New Yorkers move through every day work the way they were designed to. • Monitor delivery pacing across the portfolio, flagging where resources and schedules are out of step and keeping the full program on pace. • Track work across multiple concurrent contracts, identifying conflicts, gaps, and interdependencies and resolving them to keep delivery moving. • Build and maintain the program-level trackers, dashboards, and reporting rhythms that give leadership clear, current visibility into delivery across the portfolio. • Study how projects move through delivery - from design hand-off through closeout - and recommend processes, resource, and organizational improvements so signal infrastructure reaches the street faster.

Minimum Qualifications

• A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

Successful candidates often demonstrate the following, though not every qualification is required: • Experience managing delivery of infrastructure or capital programs that serve the public - traffic signal, ITS, or street lighting experience a strong plus. • Experience coordinating across multiple concurrent contracts, consultants, or vendors. • Experience building program trackers, dashboards, or reporting systems from the ground up.
